I suspect what you stumbled upon is a work of art by Specter! A few months ago he installed a fairly similar sculpture under the BQE.

    4. I did visit. I don’t know if it’s a piece of art or someone simply left a shopping cart full of bottles there. It’ll be fun to find out though.
